Caught in the middle: user expectations and network performance issues caused the network operations team at Collier County to turn to a unique troubleshooting technology.

Sometimes, the best-laid technology upgrade plans can go bad. Take Collier County, Fla., for example. The county's directors had tasked each department to develop ways to improve efficiencies by relying more on technology. One of those tasks was to move the Board of County Commissioners agenda of voting items from a tedious paper-based process to a simplified Web-based system. A new application was expected to reduce costs by 67%, saving the county about $75,000 per year, as well as significant savings in time.

Unfortunately, though, when the application officially launched, it was rife with problems and unusable. With the network identified as the prime suspect, the county's operations team was held accountable.
