On the surface, the outcome of the Legislature's voting looked like a defeat for the Center for Arizona Policy, a faith-based advocacy lobby that has been winning at the state Capitol for most of the last decade.

Both the House and Senate passed a bill that would allow Glendale to annex contiguous-to-the-city land on which the Tohono O'odham Indian tribe wishes to build a casino. But the "yes" votes fell just short of the two-thirds majorities needed to allow the city to immediately annex the land, which was what the bill's proponents were seeking.
