Canada's copyright act amended: process to passage and the power of politics.

Canada's first copyright act was written in 1924 and based on the United Kingdom's Copyright Act of 1911. The first major revision was in 1988 (Bill C-60) which became known as a Charter of Rights for Creators. This revision was called Phase 1, and the government promised Phase 2 within a year to update and clarify the law in support of the needs of users. Phase 3 would address electronic information issues. This phased approach was the choice of government, not the user community.
