SENEGAL - Senegal's president Abdoulye Wade said in a statement issued on Wednesday in the nation's capital, Dakar, that the newly-formed Union for the Mediterranean will divide Africa, north and south, of the Sahara and create a twospeed cooperation with Europe in which Black Africa will be relegated. Wade, an outspoken advocate for African unity, spelled out his complaints to the 43 member Mediterranean Union inaugurated last week by French President Nicolas Sarkozy. The new union brings together countries from Europe, the Middle East and North Africa, and aims to forge practical cooperation on issues like water, energy and education.WASHINGTON - The House of Representatives is ready to offer Black America an apology for the U.S. government's past misdeeds. A formal apology to Black Americans for "enslavement and segregation" sponsored by a Jewish congressman, Steve Cohen, who represents the majority Black city of Memphis, Tenn.
