The council-manager form of government's ability to increase cooperation beyond the level reached by the mayorcouncil form is a result of the inherent differences in culture, norms, expectations, values, and behavioral rules. Using advanced regression analyses (multinomial logit), the study assessed the effect of local form of government on a city choice of non-incremental negative, incremental, or non-incremental positive budget change.

Beyond Efficiency: Flexibility and the Realized Potential of Council-Manager Government

Around 1900 and during the early 20th century, Americans lived in communities characterized by political machines, graft, and widespread inefficiency. These experiences, among others, propelled progressive reformers to embark on a mission to change how city halls conducted business.
