Questions relating to ethics in government agencies are answered. You were attending a social event prior to a meeting of a professional organization and a person bought you a drink. Accepting the drink is fine. The Standards of Conduct for federal employees (5CFR2635) does not prohibit your accepting a drink from a recipient. The standard is referring to soft drinks and this is where you have to use your judgment. One thing staff wants is consistency in the application of the rules and policies. Permitting staff to take leave without signing for it is unethical. And you are required to take leave and to actually report your supervisor's negligence according to 5CFR2635.102(e)(11), which states that employees "shall disclose waste, fraud, abuse and corruption to appropriate authorities." The Standards of Conduct, 5CFR2635.304(b)(2), provides that a gift may be given to a retiring employee because the official relationship is being terminated.
