The Arizona Court of Appeals upheld massive cuts to the state's Medicaid program, keeping Arizona's precariously balanced budget intact and dealing a severe blow to advocates who said the partial enrollment freeze violated voter mandates.
The court today rejected a liberal advocacy group's arguments that state law and voter initiative requires the Legislature to fund the Arizona Health Care Cost Containment System with "any other available sources" if money from a court settlement with tobacco companies fell short.
