Pres Nestor Kirchner formally apologized on behalf of the Argentine state on Mar 24 for the murder and torture of thousands of civilians under the country's 1976-1983 dictatorship. Kirchner told the crowd, "As president of the nation I come to beg forgiveness of the state for the shame of having stayed silent about so many atrocities during 20 years of democracy."
