The system discussed in this paper constitutes a highly scalable, highly adaptable, and user-friendly management information systems (MIS) to efficiently automate peer-to-peer evaluation frameworks for business teams. A number of automated reporting formats complete with underlying processing software were developed. The work reported here is significant because, in many cases today (even in some large corporate environments), the administration of peer-to-peer (or other personnel) rating systems involves a largely manual, tedious processing challenge for the HR (human resources) staff. The solution framework presented here provides competitive advantages for HR department processes. It can be customized and adapted to meet the requirements of many different organizational rating systems, including hierarchical (manager-subordinate) rating schemes in business environments and course evaluations in academic environments.

INTRODUCTION, BACKGROUND AND MOTIVATIONS

Previous work (Bonometti, 2009) discussed the design and development of a user interface for a peer-topeer evaluation system to be used at the regional operating plant (Winchester, VA) of a major (Fortune 100) corporation. As noted in that earlier paper, this project was performed by the author in the capacity of a consultant to the supported organization; therefore specific details of the system's content (i.e., the evaluation metrics, numerical scoring formulas, and rating criteria themselves) will not be disclosed to respect the proprietary and confidential nature of the client-consultant relationship (placeholder pseudodata is used in screen shots below for illustrative purposes). Given that the generic aspects of the evaluation system described herein is more widely applicable and can be adapted to support the methods and metrics of any organization's personnel evaluation system, the work reported in this paper should be of interest and utility to anyone designing and developing such IT systems for an HR (Human Resources) Department.
