Summary
One night last week, a disabled 50-something woman came out of a local bookstore to find her car, which was legally parked in a handicapped spot, blocked by a huge white SUV. Four other handicapped spots were empty and not being blocked by the SUV. The disabled driver got into her car and then beeped her horn, obviously hoping to be able to move her car out and go on her way.
