A Toast to 2011

The advent of a new year brings a plea for BankPac contributions to help ensure banking-friendly candidates are elected. Thanks to your contributions in 2010, they made an impact not only in Texas, but on a national level as well. The author is proud to report that they contributed $119,500 in BankPac money to help elect banking-friendly candidates in other states. They targeted candidates in 28 US House of Representatives races; of these, 23 were successful. This gesture went a long way towa...

Bank People

Banking Chronicles

Midnight, December 31, to Father Time is just another turning of the sand glass, just another swish of the scythe, just another hour for the clocks to strike twelve. With humans it is the signal to throw off and discard the old and put on and begin to enjoy the new. The new year is just born. Of time's many characteristics two impress people most intensely: time's constancy and time's fleetness. Time is life, or at least the stuff and substance of life. Every human has his allotted share to d...

Business Owners Show First Real Signs of Improved Optimism Since April 2009

Business owner optimism is increasing, according to the most recent Wells Fargo/Gallup Small Business Index survey conducted November 4-November 10. Survey results show improved outlook for business owners over the next 12 months in revenues, cash flow and capital spending. Increased revenues over the past year also led to an improved overall Index score. The latest Index score came in at negative 4 (-4), a 24-point improvement over the previous quarter (July 2010) when the Index hit its lowe...

The GREAT Texan Award honors an outstanding community leader that is dedicated to improving the lives of children. Sanjiv Yajnik, president of Capital One's Financial Services Division, accepted the award on behalf of the company. Capital One's commitment to volunteerism and financial support of charitable agencies has set the st...

Dormant Account Fees and State and National Bank Differences

When it comes to inactive accounts and charging fees, the line between federal turf and state turf is blurred, as Texas state law prohibits charging a fee whereas the Comptroller of the Currency states that national banks may charge a fee on inactive accounts. In Texas, once an account becomes inactive the bank has a legal responsibility to "preserve" the funds. Although the OCC has opined that national banks are not subject to any state law that would prohibit the assessment of a dormancy fe...

Longcope stands for Edmund McLeod Longcope. 2. Longcope was born in La Grange in 1857 end lived in Houston from childhood until 1883. 3. Longcope's father was Charles Septimus Longcope. 4. E.M. Longcope was married in 1885 to Madeleine Beall. 5. In 1885, at the time that he co-founded TBA, E.M. Longcope was serving as assistant cashier ...

Maturity, Tomfoolery and Wonderment

For over half a century, William Albert Philpott Jr served as editor of the Texas Bankers Record and executive officer of the Texas Bankers Association (TBA). Philpott was born in the same year TBA was founded, on Sep 17, 1885. He moved twice as a child before moving to attend college at the University of Texas at Austin. After graduating from college, he worked as a cub reporter on the San Antonio Express and later served as night editor of the Austin Statesman. In 1913, he was selected as e...

Measuring Investment Portfolio Performance

Many bankers frequently compare loan yields and deposit expense to their peers, even though they may have a very different customer base. Yet the most comparable part of a bank balance sheet is the investment portfolio. Every bank in the US has the same universe of bonds to choose from. Thus, it is very appropriate to compare investment portfolio performance, but most banks do not do so. The portfolio manager should quantify on a regular basis the performance of individual securities. The por...

New Community Bank Debuts in Dallas

With the acquisition of Dallas-based Professional Bank under his belt and another on the way, veteran banker C. Malcolm Holland has created a new Texas community bank in Dallas. Veritex Community Bank made its debut in Dallas on January 1, when the name change for Professional Bank's three branches became official. Since the acquisition, the bank has surpassed growth expectations, hiring more than a dozen experienced banking executives, relationship specialists and retail professionals, and m...

New Faces, Same Issues

Every 10 years, after the US' decennial census, state legislators across the country are tasked with drawing their political lines. In Texas, state legislators draw the boundaries for the state Senate, the state House, the state Board of Education and for Texas' congressional representatives. Because of the state's population growth it is expected to pick up three or four US congressional seats. Put quite simply, it means Texans will have a louder voice in Washington, DC. Of course, people wi...

Smart Bankers & Smart Investors

On May 24, 2005, Texas Gov Rick Perry signed into law a bill that enables local government agencies to take advantage of the CDARS service when investing public funds. This means that a bank can offer public fund investors access to multi-million dollar FDIC insurance for their CD investments. Banks that offer CDARS are members of a special network -- the Promontory Network. When an investor makes a large deposit with a network member, that bank uses the CDARS service to place those funds int...

Sterling City Bank Reaches 100-Year Mark

The First National Bank of Sterling City recently celebrated its first 100 years of service to Sterling County with a come-and-go barbecue luncheon at the main bank location in Sterling City. Sterling City is named for a distinguished frontiersman named Captain W. S. Sterling who lived in the area near the North Concho River during the 1860s. In 1891, Sterling City was established with land donated by R. C. Stewart, and a petition to the Texas Legislature created Sterling County from land tha...

Tba Continues Image Campaign

Bankers and banks have traditionally been reluctant to take credit for all the good they do. But in order to combat the negative press they've received, they must remind the public that the overwhelming majority of issues leading to the recession were done outside the traditional banking industry. A couple of years ago, the author and past TBA Chairman Wes Hoskins created the "Texas Banks Build Dreams" campaign. They started with a two-page spread in Texas Monthly magazine. In addition, they ...

Texans to Try to Make Their Mark On Federal Banking Law

With the Republicans gaining the majority in the US House of Representatives in the November elections, a number of Texas congressmen will ascend to powerful positions on the House Financial Services Committee. The Dodd-Frank Act, signed into law in July 2010, is a 2,300-page monster of a bill that, if left in its present form, will do damage to Texas community bank franchise values. US Rep Jeb Hensarling, whose district includes Dallas and several counties in East Texas, will become the vice...
